We extend our heartfelt condolences to his family, friends, and all those who had the privilege of knowing him. Charles was a remarkable person whose wisdom and dedication made a lasting impact.<\/p>\n<p>We are deeply grateful for the 25 years he devoted to FLAD\u2019s mission, leaving an indelible mark through his expertise, unique vision, and unwavering commitment.<\/p>\n<p>A true visionary, Charles spearheaded groundbreaking initiatives in areas such as climate change, oceans, corporate social responsibility, entrepreneurship, and migration\u2014topics that were only beginning to gain prominence at the time. He had an extraordinary talent for building bridges and fostering networks between people and institutions.<\/p>\n<p>His legacy continues to resonate in both Portugal and the United States, reflecting his deep experience between the two nations and his steadfast dedication to the Foundation\u2019s values and objectives.<\/p>\n<p>FLAD will honor and preserve his memory and contributions.<\/p>\n<h3><strong>Professional Career<\/strong><\/h3>\n<p>After completing his military service in the U.S. Navy, Charles joined the Diplomatic Service and dedicated 24 years to the U.S. Department of State. He played a key role in managing Economic Cooperation Programs across Argentina, Brazil, Peru, Central America, and Portugal, serving in the following capacities:<\/p>\n<ul>\n<li><strong>Buenos Aires, Argentina<\/strong> (1963\u20131967) Director of Economic Programs for the Southern Region<\/li>\n<li><strong>Lima, Peru<\/strong> (1967\u20131969) Director of Investment Programs<\/li>\n<li><strong>Rio de Janeiro, Brazil<\/strong> (1969\u20131972) Director of Economic Programs<\/li>\n<li><strong>Guatemala City, Guatemala<\/strong> (1973\u20131975) Director of Regional Programs for Central America<\/li>\n<li><strong>Lisbon, Portugal<\/strong> (1976\u20131984) Director of Economic Programs, A.I.D.<\/li>\n<li><strong>Washington, D.C.<\/strong> Director of the Office of Business Development Policy for Africa at IDA<\/li>\n<\/ul>\n<p>For his outstanding service, Charles received the <strong>A.I.D. Meritorious Honor Award<\/strong> from the U.S. government and the <strong>Medal of the Order of Infante D. Henrique<\/strong> from the Portuguese State.<\/p>\n<h3><strong>Education and Contributions<\/strong><\/h3>\n<ul>\n<li><strong>Bachelor of Engineering<\/strong> \u2013 U.S. Naval Academy, Annapolis, Maryland<\/li>\n<li><strong>Master\u2019s Degree in International Relations<\/strong> \u2013 Johns Hopkins University, School of Advanced International Studies, Washington, D.C.<\/li>\n<li><strong>Master\u2019s Degree in Business Administration<\/strong> \u2013 Massachusetts Institute of Technology (Sloan School of Management), awarded with a Fellowship from the U.S. Department of State<\/li>\n<\/ul>\n<p>From 1988 to 2013, Charles was a <strong>Member of the Executive Council of the Luso-American Development Foundation (FLAD)<\/strong>.
